California DMV requires a showroom visit for licensed dealers selling cars

California DMV requires buyers to visit the showroom and sign paperwork
prior to delivery of a newly purchased vehicle.
Auto Brokers in California may make a legal delivery
for any dealer without a showroom visit by the buyer.
Under new rules by the California DMV licensed Auto Brokers
must now have a retail used car dealer license
in order to obtain an Auto Broker License.
Auto Brokers must have a signed Broker Agreement from the buyer & these fees are taxable.
Auto Brokers must have car dealer license plates & car dealer insurance to deliver vehicles to their buyers.
This new DMV policy will bring many unlicensed Auto Brokers into compliance.
Retail Dealers making deliveries without a showroom visit risk DMV enforcement action.
